11) At the next prompt just make sure your settings look like mine.
12) At the next prompt make sure 'Yes, repeat the animation indefinitely' is checked, and for the second box 15/100ths is a good place to start. Then click the next button
13) Now we are getting somewhere, at the next prompt click 'add image'
14) Go find the images that you just made in PSP and open them. Then click the next button. Then click the finish button.

16) To run the animation click this button. 
17) If it looks like it is running too fast, you can right click on each individual frame to change the properties.
(I ended up with 2 of the frames running at 18/100ths of a second and 2 of the frames at 20/100ths.)
18) Save your animation and you are done!
